The Papuan province has been plagued by violence in recent months. In December 2018, at least two dozen workers on a major highway construction project in Nduga Regency were killed in an attack claimed by the West Papua National Liberation Army (TPNPB).
The TPNPB demands independence from the Indonesian rule and asserts a referendum for the self determination of Papuan people. The Indonesia government has rejected these demands for independence and the request for the deployment of United Nations peacekeepers in the area. Indonesian troops have launched a massively violent operation to hunt separatist rebels in the nearby villages.

After their evacuation, a humanitarian team found the bodies of four civilians, who were killed in Mbua, Dal and Mbulmu Yalma. One of them was found burnt along with his house.
